ISLAMABAD : The Transparency International (Pakistan) (TIP) has reportedly found illegality in award of large number of contracts on a single bid basis by Sui Northern Gas Company Limited (SNGPL), urging Managing Director to take action against the responsible officials of the Company.
In a letter to Managing Director Amir Tufail, TIP’s Sohail Muzaffar of TIP, according to PPRA Rule 35, the format of PPRA includes the evaluated cost of the bidders, and the basis for rejection has to be indicated in the final evaluation report on a detailed basis of rejection, which is not provided by SNGPL in any of its tenders. Refer to the PPRA final evaluation report form available on the PPRA website and the final evaluation report of Contract Reference: PUR-43(SND-2466/24) in which the above two information are missing .
TIP further states that during the month of November 2024, a total of 26 tenders have been awarded to a single bidder, by either disqualifying the other bidders, or only a single bid submitted, adding that out of 26 awarded contracts , only one contract was given the reasons for non-responsiveness and none of the tenders indicated their evaluated costs.
As an example, in one case only two bidders submitted the bid out of which one was declared non-responsive and the other bidder was awarded the contract as a single responsive bidder, without mentioning the quoted cost.
According to PPRA Rules 2004, Rule 47, after the award of the contract, all the documents regarding the contract award including the contract agreement, the guarantees, the evaluation reports, the bills of quantities, and the signed integrity pact shall be posted on the PPRA website. However, SNGPL does not include the required documents.
Managing Director PPRA had been issuing instructions to all the procuring agencies including SNGPL to follow Rule No 35 and Rule No 47 as explained above in full, but SNGPL did not comply in the past even in the present.
TIP has requested Managing Director, SNGPL to take action against the officer responsible for these grave violations by awarding a large number of contracts on a single bid basis, not declaring the cost of the tender bids in the evaluation report and riot complying with publications of all contact documents on PPRA website, which give rise to the impression that SNGPL is deliberately confronting the authority of Public Procurement Regulatory Authority.
