Power Division seeks uniform application of UoSC across the country

ISLAMABAD : Power Division has approached National Electric Power Regulatory Authority (NEPRA) for application of uniform Use of System (UoSC) charges across the country including K-Electric.
NEPRA has scheduled a public hearing on June 11, 2026, to deliberate on the federal government’s motion and policy guidelines aimed at ensuring the uniform application of Use of System Charges (UoSC) across the country.

According to NEPRA, the federal government has filed a motion in relation to NEPRA’s earlier determinations on UoSC for ex-WAPDA distribution companies (WDISCOs) on December 18, 2025.
The move seeks to implement a standardized framework for grid charges so that these are applied uniformly to all bulk power consumers (BPCs) and open access users, including K-Electric, in line with the National Electricity Policy, National Electricity Plan, and the Electric Power Supplier Licences Rules, 2023.

The government has also proposed key policy guidelines as part of the motion. These include the approval of additional charges to cover costs incurred by distribution companies and power suppliers, which may be allowed as prior period adjustments in future tariff determinations. Such adjustments would address any financial gaps arising from the uniform application of wheeling charges and would be imposed consistently on all consumers.

Another major proposal involves amendments to Section 88 (SD-88), subject to final approval by the Economic Coordination Committee (ECC). The amendment aims to establish a comprehensive framework to address inter-DISCO differentials resulting from uniform open access charges.Ends
