PC receives 11 EoIs for GEPCO

ISLAMABAD: Privatisation Commission (PC) has received an overwhelming response from domestic and international investors for the privatisation of Gujranwala Electric Power Company (GEPCO).
On August 21, 2026, the closing date for submission of Expressions of Interest (EOIs), the Commission has received EOIs from eleven prospective investors seeking to acquire 51% to 100% shareholding in GEPCO together with management control.
The names of interested parties are as follows: (i) Aktor Elektrik Enerji Yatırımları San. ve Tic. A.Ş. ⁠- Turkiye ;(ii) ⁠Genvera Enerji A.Ş. – Turkiye ;(iii) ⁠Cengiz Enerji Sanayii ve Ticaret A.Ş. – Turkiye ;(iv) Al Sharif Contracting and Commercial Development Company – Saudi Arabia;(v) Engro Energy Limited – Pakistan ;(vi) ⁠Sapphire Fibers Limited – Pakistan ;(vii) ⁠Hub Power Holdings and Lucky Cement – Pakistan ;( viii) ⁠Shirazi Investments (Pvt) Limited – Pakistan ;(ix) Artistic Milliners (Private) Limited and Fatima Group – Pakistan ;(x) K-Electric Limited – Pakistan ; and (xi) AKD Securities, Fast Cable and Mughal Steel Group – Pakistan
According PC, the interest parties include investors from Türkiye, Saudi Arabia and several of Pakistan’s leading business groups.
The Privatisation Commission has appreciated the investor community’s extensive engagement during the domestic and international roadshows in the past six months and welcomes their confidence in Pakistan’s power-sector reform agenda.
“Today marks another important achievement in the privatisation of DISCOs. The strong response for GEPCO is indicative of investor confidence in the potential of Pakistan’s electricity distribution sector and in the Government’s commitment to a transparent, competitive and professionally managed process,” said Muhammad Ali, Adviser to the Prime Minister on Privatisation and Chairman, Privatisation Commission.
“We at Prviatisation Commission look forward to engaging constructively with the prequalified investors during the due-diligence phase and discussing the contours of the post-privatisation regime. This privatisation aims to improve operational efficiency, modernise distribution infrastructure, strengthen customer service, reduce losses and support a more financially sustainable power sector. In the long run, these measures will help create the conditions for more competitive electricity distribution and affordable, reliable power for consumers,” he added.
The Expressions of Interest and Statements of Qualification (SOQs) submitted by the interested parties will now undergo a comprehensive evaluation against the approved prequalification criteria. Applicants meeting the prescribed requirements will be prequalified and invited to the next stage of the transaction, where they will be granted access to the Virtual Data Room (VDR) to undertake detailed buy-side due diligence.
GEPCO is among the three electricity distribution companies in DISCOs Batch-I, alongside Faisalabad Electric Supply Company (FESCO) and Islamabad Electric Supply Company (IESCO). The deadline for submission of EOIs for IESCO is 7th September 2026 while EOIs from twelve (12) interested parties were received for FESCO by the deadline of 7th August, 2026.
The Privatisation Commission remains committed to an open, transparent and competitive privatisation process, undertaken in the public interest and in support of the Federal Government’s wider power-sector reform agenda. Ends
