ISLAMABAD: The country’s power generation recorded 2.6 per reduction in February 2025 to 6,945 Gwh from 7,130 Gwh during the corresponding month of 2024 due to lower demand.

According to the data, hydel generation increased by 6.6 per cent to 1,883 Gwh in February 2025 as compared to 1,766 GWh in February 2024. Likewise, generation from local coal increased by 5 per cent to 1,043 Gwh from 994 Gwh.  However, generation from indigenous gas reduced by 9 per cent to 716 Gwh against 787 Gwh whereas generation from RLNG by 32 per cent to 980 Gwh as compared to 1,450 Gwh. Generation from nuclear increased by 11.3 per cent to 1,847 Gwh from 1,660 GWh.

The net electricity delivered to power Distribution Companies (Discos) recorded at negative 3 per cent to 6,666 Gwh in February 2025 from 6,876 Gwh.

The Central Power Purchasing Agency–Guaranteed (CPPA-G) has requested a negative adjustment of Paisa 30 per unit in the Fuel Charge Adjustment (FCA) for February 2025. This adjustment will refund Rs 2 billion to consumers across the board.

Nepra is scheduled to hold a public hearing on March 26, 2025, to seek further clarification from CPPA-G and to provide consumers’ representatives an opportunity to express their views on the FCA adjustment data.

According to the data submitted to Nepra, hydel generation in February 2025 was recorded 27.12% of the total generation. Power generation from local coal-fired plants stood at 15.02% of total generation at a price of Rs 13.7799 per unit, while 108 GWh was generated from imported coal at Rs 18.9049 per unit.

There was no generation from HSD and RFO plants. Electricity generation from gas-based power plants was 10.32% of total generation) at Rs 13.3572 per unit. Generation from RLNG was 980 GWh (14.11% of total generation) at Rs 22.3458 per unit.

Electricity generation from nuclear sources was 26.59% of the total generation. Additionally, electricity imported from Iran amounted to 30 GWh at Rs 28.2822 per unit, and power generation from bagasse was recorded at 79 GWh, priced at Rs 5.9679 per unit. Generation from solar was 85 GWh in February 2025, contributing 1.22% of the total generation.

According to CPPA-G, total energy generated in February 2025 was 6,945 GWh, costing Rs 52.585 billion, which translates to Rs 7.5713 per unit. However, after accounting for Rs 3.945 billion in previous adjustments and a negative adjustment of Rs 1.672 billion due to sales to IPPs and transmission losses of Rs 0.2984 per unit, the net delivery to Discos was recorded at 6,666 GWh at a rate of Rs 8.2292 per unit.

CPPA-G maintains that, since the generation cost in February 2025 was recorded at Rs 8.2292 per unit, against the reference rate of Rs 8.5276 per unit, a negative adjustment of Paisa 29.84 per unit is required for all consumer categories. However, CPPA-G had sought positive FCA adjustment of Rs 5 per unit in February 2025 whereas it has sought negative FCA of Paisa 29.84 per unit.
