NEPRA to conduct forensic audit of Halmore ?

ISLAMABAD : The government is likely to conduct a forensic audit of 225 MW dual fuel  Halmore Power Company through NEPRA after failing to revise the PPA through negotiations, well informed sources told Newzshewz.

In this regard,  on February 10, 2025,  NEPRA has published an advertisement in a newspapers, in which it has invited electronic Expression of Interest (EoI) from the National/ International Consulting firms/ Joint Ventures, for the services of carrying out forensic audit of an Independent Power Producer (IPP) without naming the specific IPP. However, all indications are going towards Halmore which has already served a Arbitration Notice against the tactics used to harass its executives in Pakistan. The Arbitration had been served under  Bilateral Investment Treaty (BIT) between UK  and Pakistan.

 Ministry of Law and Justice is unwilling to become party to this dispute whereas Attorney General Office has advised the government to settle the issue amicably to avert litigation at the international forum.

According to the advertisement, EoI prepared in accordance with the instructions in the EoI documents must be submitted through EPADS on or before March 20, 2025.
