ISLAMABAD : Power Division (Ministry of Energy) is working on a proposal for a Surplus Power Package for industrial and agricultural consumers, in alignment with the Bijli Sahulat Package, with a clear outlook for the next three years.
This information in written was shared with Senate Standing Committee on Power met on May 23, 2025 presided over by Senator Mohsin Aziz, however, could not be discussed it detail due to other pressing engagements of Minister for Power, Sardar Awais Leghari. Other senior officials from PPMC and CPPA-G were also not available due to meeting a scheduled meeting with the International Monetary Fund (IMF).
According to the Power Division the proposed package is designed to be subsidy-neutral, offering an incentivized rate of 8–9 Cents (calculated based on the incremental block marginal cost) to target consumers on their incremental consumption.
Additionally, it is under consideration that greenfield industries, including data centers and Crypto Mining operations, would benefit from the proposed package on their entire consumption, subject to specific terms and conditions.
However, Crypto Mining stakeholders are seeking tariff of Cents 3-3.5 / kWh and which is equivalent to EPP. Any thing around Cents 5 / kWh contributes to CPP and makes the perfect sense for sales to Crypto Mining and data mining loads and investments, said one of the experts. Ends
