ISLAMABAD: The Federal Government is all set to allocate Rs 9 billion as grant-in-aid to Sindh Government for eight projects in Punjab, Balochistan and Khyber Pakhtunkhwa (KPK) on Private Public Partnership (PPP) model , well informed sources in Finance Division told Newzshewz here on Monday.
Chief Minister Sindh in a letter of March 24, 2025 has referred to Government of Sindh’s (GoS) achievements in infrastructure and social sector development through successful implementation of the public private partnership (PPP model over the years. On the request of the parliamentarians from Punjab, Khyber Pakhtunkhwa and Balochistan, GoS has worked out certain proposals related to health, technical education and housing for flood affectees in different areas of the sister provinces involving .various public/ private implementation and management partners. For successful implementation of the proposals, GoS has sought support from the Federal Government.
In order to provide financial support to GoS for the proposals/ projects being proposed, the Prime Minister has desired that the requisite funds, being in public interest, may be released to GoS as grant-in-aid . In this regard, Cabinet Division vide sanction letter of march 26 , 2025 has surrendered funds amounting to Rs.9 billion as anticipated savings under demand No.93-FC22DO5-Development expenditure of Cabinet Division, (SAP) from allocation of FY 2024-25.
On March 24, 2025, Chief Minister, Sindh in his letter to Prime Minister, Shehbaz Sharif said that over the years, the province has made significant strides specially in the Public Private Partnership as the Government of Sindh (GoS) has been a pioneer in exploring PPP potential to address infrastructure and service delivery challenges. As part of this effort, the GoS established the PPP unit to facilitate project development in the province under a robust legal framework, including the Sindh PPP Act, 2010. Over the years, GoS has built a diverse portfolio of PPP projects in infrastructure and social sectors such as water, roads, bridges, education, and health, valued at approximately Rs 500 billion. GoS efforts under the PPP regime have garnered national recognition and international awards for excellence in infrastructure deals.
To meet evolving, Sindh Government is continuously strengthening the legal and institutional frameworks to enhance transparency, efficiency, and sustainable infrastructure development. Recently, the Government of Sindh has ventured into diverse and innovative sectors such as carbon forestation, recreational parks, technology parks, sea water desalination and waste water treatment plants, which not only meet the international standards but also has a potential to attract foreign investment into the country.
The scope of Public Private Partnership attained the next level as the government has achieved a number of milestones in vital social sectors, specially health and education, by honing in on the management experience and technical expertise of a number of reputable entities in Sindh. A few to mention at this point could be, Sindh Institute of Urology and Transplantation (SIUT), Pakistan’s largest health care facility, offering free treatment for complex diseases and organ transplant; Institute of
Business Administration (IBA) Sukkur, a flourishing Institute, that has excelled in modern technology and IT in a very short span of time; and ZABTech, a sub unit of Shaheed Zulfiqar Ali Bhutto Institute of Science and Technology (SZABIST), which has played an exceptional role in bridging the gap between talent and technology by empowering nearly 100 thousand youth with technical expertise and confidence.
In its pursuit to achieve management excellence, Sindh has also established its own infrastructure development and service delivery companies over the past couple of decades; most prominent to mention would be Sindh People’s Housing for Flood Affectees (SPHF). Established in 2022, SPHF aims at constructing more than 2.1 million houses for over 12 Million flood-affected people in 24 districts of Sindh. Thus far it is the world’s largest housing initiative with multiple co-benefits leading to women empowerment, climate resilience, and basic health and hygiene. The initiative has been acclaimed at a number of international forums.
Acknowledging the success and benefit of Sindh’s achievement in PPP regime, parliamentarians from Punjab, Khyber Pakhtunkhwah and Balochistan have approached me for similar type of interventions in their area as well. Honouring the requests of these parliamentarian, the GoS has worked out certain proposal, related to health, technical education and housing for flood affected people in different areas of sister provinces, involving various public/private implementation and management partners. Chief Minister Sindh was of the view that the success of this vision, however, hinges on the support from the Federal Government.

Federal Government is to approve allocations for the following projects ;(i) construction of house for flood affected persons ( Sohbatpur, Jaffarabad, Old jurisdiction Naseerabad;(ii) establishment of Vocational Training Centre in Muzaffargarh ;(iii) establishment of IT Pak in Sargodha ;(iv) establishment of IT Pak in Multan adjacent to Bahauddin Zakarya University ;(v) establishment of SIUT( kidney hospital) in Rahimyar Khan;(vi) construction of Girls College and Women Vocational Training Centre in Batkhela, Malakand District ;(vii) establishment of SIUT( kidney hospital) in Gujar Khan ; and (viii) construction of houses for flood affected person in Dera Ismail Khan.
