Tariff delay strains KE as Dar steps in to resolve Saudi stake dispute

 ISLAMABAD K-Electric, now a central focus of discussions between Islamabad and Riyadh, has urged the Power Division to promptly notify its tariff determination, which is legally required within 30 days of issuance, sources told Newzshewz.

In a letter to the Power Division, the power utility stated:

“We wish to highlight that as per Section 31(7) of the NEPRA Act, 1997, the tariff decision/determination is required to be notified within 30 days of intimation by the NEPRA Authority. As this statutory timeline has already lapsed, we urge expedited notification of the determination.”

The letter was sent just a day ahead of NEPRA’s uniform tariff determination for the entire country—including K-Electric’s service territory—and a high-level meeting scheduled for Monday (today), chaired by Deputy Prime Minister /Foreign Minister Senator Ishaq Dar.

According to sources, Senator Dar has been tasked with resolving longstanding issues involving the Saudi stakeholder Al-Jomaih in K-Electric, after a Finance Ministry-led committee failed to make headway despite participation from all public-sector stakeholders. The Special Investment Facilitation Council (SIFC) previously convened several meetings at the Q-Block on the matter.

Insiders allege that “invisible” tensions exist between Al-Jomaih and the current leadership at the Power Division. This has been reflected in various correspondences between the Power Division and NEPRA, as well as in what some describe as “unusual” tweets from Power Minister Sardar Awais Khan Leghari.

Meanwhile, the Power Division has challenged several K-Electric tariff determinations, which are still pending before the National Electric Power Regulatory Authority (NEPRA). During a recent public hearing, NEPRA Chairman Waseem Mukhtar indicated that a decision on the review will take time.

This delay has unsettled K-Electric, which is required to finalize its audited financial accounts for previous fiscal years.
