ISLAMABAD : Power Division is reportedly receiving heap of complaints against one the high loss making Distribution Company (DISCO) i.e. Hyderabad Electric Supply Company (HESCO) about manipulation in tenders, corruption and now plea bargains of sitting senior officials.
Power Division’s top brass also feels that it could not take action against of the accused because of their political connections with the key ruling party of Sindh which has hindered appointment of new Boards of HESCO and SEPCO.
According to a letter written by M/s AJMER Engineering Electric Works addressed to HESCO titled ” HESCO tender No PMU-182/24-25 for supply of steel tubular poles type SPA, SPD& SPG opened on May 21, 2025″.
The letter says that the firm participated in the tender. It has also flagged flaws about its rival manufacturer W&G International China.
The letter which has also been sent to Power Minister, M/s Jaffar Brother Limited also participated in IESCO tender # 156, 157 and 158 proposing W&G International, some bidder lodged complaint that M/s W&G International Chinese name Qingdao Anji Electric Power Co Ltd does not exist, after due scrutiny by Islamabad Electric Supply Company (IESCO) TSW department being the evaluator of tender, declared their bid no responsive and issued show cause notice for fraudulent and forged documents.
M/s AJMER has also shared updated information abut the Chinese firm according to which, M/s W&G International China was bankrupted in 2023 and therefore since then does not exist anymore. A copy of Jiangsu peoples court of Shandong province notice of November 19, 2020 according to which “after all the above work is completed Xiangym seals and administrators seals of Qingdao Anji electric power co Ltd and Qingdao Anji Electric Power Technology Development should be destroyed and the accounts should be cancelled and the corresponding material and account books in the liquidation work should be kept and archived”
In another complaint to Director General FIA that FIA Hyderabad Circle investigated the following Divisions, Kasimabad Division, Ghari Khata Division, Latifabad Division, Kotri Division, Umar Kot circle, Mirpurkhas Circle other Divisions are still under inquiry.
FlA Shahsed Benazirabad Circle initiated inquiries in various divisions. FlRs were filed against officers /officials in two divisions, while in the third division (Tando Adam), plea bargains were reportedly arranged between the HESCO officers and Investigation Officer Mr. Babar Dahri.
The names of around two dozen XENs of different circles of HESCO been shared with the DG FIA and Power Division who made plea bargains and they are still on the same positions and some of which have even been promoted like Mithal Shaikh.
The Complainant Raja Muhammad Imran and others have sought detailed inquiry that how HESCO senior officials who made Plea Bargains are still in the jobs and same positions.
A similar case of SEPCO has came under discussion at a recent meeting of Senate Standing Committee on Power. The concerned officer Altaf Kaheri did not appear before the Committee due to which the item was deferred. The matter has been raised by Senator Aslam Abro.
