US Delivers Second Demarche to Islamabad Regarding Russian LNG Vessel

ISLAMABAD: The United States has issued a warning to Islamabad about the potential consequences of allowing a Russian LNG vessel to enter its ports. Sources in the Petroleum Division informed NewzShewz that the Ministry of Foreign Affairs (MoFA) has communicated concerns about a suspected Russian LNG vessel in the sea, which is reportedly headed for Pakistan.

According to MoFA, the US Embassy delivered a second demarche concerning the shipment from a sanctioned Russian LNG project. This communication coincided with the visit of Russian Deputy Prime Minister Alexei Overchuk and a delegation of Deputy Ministers in Islamabad, aimed at enhancing bilateral economic relations.

On August 19, 2024, the US Embassy had already reported sightings of a vessel carrying sanctioned LNG from Russia’s Arctic LNG 2 project, based on commercial satellite imagery. Although the vessel was not confirmed to be en route to Pakistan, Washington instructed its embassy to alert Islamabad about the sanctions risks if Pakistani entities allow the ‘PIONEER’ to dock or provide other services. Following the Foreign Secretary’s directive, the European Division of MoFA informed the relevant authorities.

The recent demarche reiterated requests that Pakistani authorities deny entry to the LNG/C New Energy and all other US-blocked vessels, and also refuse services such as offloading, refueling, resupply, or repairs if requested. Additionally, Pakistan is urged to share any relevant information about LNG/C New Energy and its routing with the US.

The demarche also warned that individuals or entities providing material support to LLC Arctic LNG 2 or other US-designated entities could face significant sanctions. Furthermore, foreign financial institutions may be sanctioned for facilitating significant transactions or services involving any person blocked under US Executive Order (E.O.) 14024, as amended by E.O. 14114, which includes interactions with designated Russian banks or their subsidiaries.
