ISLAMABAD: The National Electric Power Regulatory Authority (NEPRA) has notified a positive Fuel Charges Adjustment (FCA) of Rs2.3673 per unit for electricity consumers of ex-WAPDA distribution companies (XWDISCOs) and K-Electric (KE) for September 2026, to be recovered through electricity bills issued in November 2026.
According to a notification issued on November 6, 2026, the adjustment reflects an increase in fuel charges on account of variation between actual fuel costs and the reference fuel charges incorporated in the approved tariff.
NEPRA has determined the actual fuel charges component for September 2026 at Rs9.8268 per kilowatt-hour (kWh), against the corresponding reference fuel charges component of Rs7.4596 per unit, resulting in a positive fuel charges adjustment of Rs2.3673 per unit.
The regulator stated that the adjustment would be applicable to all consumer categories of XWDISCOs and KE, except lifeline consumers, electric vehicle charging stations (EVCS) and prepaid electricity consumers of all categories who have opted for prepaid tariff.
The positive FCA would also apply to electricity consumption covered under the Incremental Consumption Package.
In accordance with the notification, XWDISCOs and KE would reflect the September 2026 FCA in consumers’ electricity bills for November 2026. The adjustment would be separately shown in bills on the basis of units consumed and billed during September 2026.
NEPRA has further clarified that if any November electricity bills have already been issued before notification of the decision, the adjustment may be recovered in the subsequent billing month.
The authority also directed the concerned distribution companies and KE to ensure strict compliance with court orders while implementing the fuel charges adjustment, notwithstanding the notification.
The notification was issued pursuant to the provisions of the Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997, as amended, under which NEPRA is mandated to make adjustments in approved tariffs on account of variations in fuel charges and notify such adjustments in the official Gazette.
The authority also confirmed that, in light of the federal government’s policy guidelines regarding application of uniform FCAs on KE consumers, the September 2026 FCA approved for XWDISCOs would equally apply to KE consumers with the same period of applicability. Ends
