PC wants Turkiye visit deferred till hiring FA for DISCOs

ISLAMABAD: The Privatisation Commission (PC) has sought postponement of visit of official delegation to Turkiye to study privatisation of power distribution companies.

 In a letter to Power Division , Privatisation Commission has cited reference to the visit being arranged by the Power Planning and Monitoring Company (PPMC) from 12th to 18th October, 2025, for discussions on the privatisation of Distribution Companies, saying that it has been noted that the delegation includes representatives from PPMC, Power Division and two officers from the Privatisation Commission (PC).

PC has stated that it is the lead agency mandated under the PC Ordinance, 2000, to undertake transaction preparation, execution, and development of post-privatisation frameworks. Under the Prime Minister’s directives, the privatisation of nine DISCOs is being pursued on a priority basis, and the process of hiring of Financial Advisors for four of them is currently underway wherein a Turkish consortium has also been shortlisted.

In this context, while engagement and knowledge exchange with Türkiye’s power sector is valuable, the proposed visit at this stage appears premature, as Financial Advisor and formal engagement frameworks are still being finalized. It is also submitted that the proposed schedule was received on short notice, making it difficult for PC officers directly assigned to the transactions to participate meaningfully.

 PC has requested that the proposed visit may kindly be postponed until the finalization of the Financial Advisor, after which the visit may be planned in consultation with and with prior concurrence of the Privatisation Commission, to ensure coherence and optimum outcomes from such exchanges.
