Govt. sets conditions and standards for commercial import of used vehicles

ISLAMABAD: The Engineering Development Board (EDB) has issued notification regarding adoption of safety, quality and environmental standards for imported vehicles less than five years old.
According to the notification, in continuation of the Economic Coordination Committee (ECC) of the Federal Cabinet decision of December 6, 2021. and the clauses of SRO 656(I)/2006 read with the clauses of SRO 837(I)/2021 of June 30, 2021. the safety, quality and environmental standards and testing procedures prescribed under the following UNECE’s WP-29 Regulations for wheeled vehicles, equipment and parts or any other equivalent standards and testing procedures adopted by the Engineering Development Board shall apply to all relevant categories of motor vehicles manufactured or assembled in Pakistan in accordance with the conditions as mentioned below, namely: – (i) Regulation Number 3 concerning retro reflecting devices for power-driven vehicles and their trailers ;(ii) Regulation Number 4 concerning devices for the illumination of rear registration plates of power-driven vehicles and their trailers: (iii) Regulation Number 9 concerning the approval of category L2, 1.4 and 1.5 vehicles with regard to noise: (iv) Regulation Number 11 concerning the approval of vehicles with regard to door latches and door retention components: (v) Regulation Number 12 concerning protection of the driver against the steering mechanism in the event of impact;(vi) Regulation Number 13 concerning braking of vehicles of categories M, N and O with regard to braking; (vii) Regulation Number 13H concerning braking of passenger cars; (viii) Regulation Number 14 concerning safety-belt anchorages; (ix) Regulation Number 16 concerning safety belts, restraint systems, child restraint systems and ISOFIX child restraint systems for occupants of power-driven vehicles; (x) Regulation Number 17 concerning seats, their anchorages and any head restraints; (xi) Regulation Number 18 concerning protection against unauthorized use of motor vehicles; (xii) Regulation Number 19 concerning power-driven vehicle front fog lamps contents; (xiii) Regulation Number 21 concerning interior fittings of the motor vehicles; (xiv) Regulation Number 22 concerning protective helmets and their visors for drivers and passengers of motor cycles and mopeds; (xv) Regulation Number 25 concerning approval of head restraints (headrests), whether or not incorporated in vehicle scats; (xvi) Regulation Number 26 concerning external projections of vehicles; (xvii) Regulation Number 28 concerning audible warning devices and of motor vehicles with regard to their audible signals; (xviii) Regulation Number 30 concerning pneumatic tyres for motor vehicles and their trailers ; (xix) Regulation Number 36 concerning general construction of large passenger motor vehicles; (xx) Regulation Number 39 concerning speedometer and odometer equipment including its installation; (xxi) Regulation Number 40 concerning motor cycles equipped with a positive-ignition engine with regard to the emission of gaseous pollutants by the engine;(xxii) Regulation Number 43 concerning safety glazing materials and their installation on vehicles; (xxiii) Regulation Number 46 concerning devices for indirect vision and of motor vehicles with regard to the installation of these devices; (xxiv) Regulation Number 47 concerning mopeds equipped with a positive ignition engine with regard to the emission of gaseous pollutants by the engine; (xxv) Regulation Number 48 concerning installation of lighting and light signaling devices; (xxvi) Regulation Number 51 concerning motor vehicles having at least four wheels with regard to their sound emissions; (xxvii) Regulation Number 52 concerning M2 and M3 small capacity vehicles with regard to their general construction; (xxviii) Regulation Number 54 concerning pneumatic tyres for commercial vehicles and their trailers ;(xxix) Regulation Number 55 concerning mechanical coupling components of combinations of vehicles; (xxx) Regulation Number 56 concerning headlamps for mopeds and vehicles treated as such; (xxxi) Regulation Number 58 concerning rear under run protective devices (RUPDs), installation of RUPD and Rear Under Run Protection (RUP); (xxxii) Regulation Number 66 concerning large passenger vehicles with regards to the strength of their superstructure; (xxxiii) Regulation Number 67 concerning specific equipment of vehicles of category M and N using liquefied petroleum gases in their propulsion system and its installation; (xxxiv) Regulation Number 70 concerning rear marking plates for heavy and long vehicles; (xxxv) Regulation Number 75 concerning pneumatic tyres for motor cycles and mopeds;(xxxvi) Regulation Number 77 concerning parking lamps for power-driven vehicles; (xxxvii) Regulation Number 78 concerning braking of vehicles of categories LI, L2, L3, L4 and L5; (xxxviii) Regulation Number 79 concerning approval of vehicles with regard to steering equipment;(xxxix) Regulation Number 80 concerning seats of large passenger vehicles and of these vehicles with regard to the strength of the seats and their anchorages; (xI) Regulation Number 88 concerning retro reflective types for two wheeled vehicles;(xIi) Regulation Number 91 concerning side-marker lamps for motor vehicles and their trailers ;(xIii) Regulation Number 93 concerning Front Underrun Protective Devices (FUPDs), their installation; ( xIiii) Regulation Number 94 concerning protection of occupants in the event of a frontal collision;(xIiv) Regulation Number 95 concerning protection of the occupants in the event of a lateral collision;(xIv) Regulation Number 97 concerning Vehicle Alarm Systems (VAS);(xIvi) Regulation Number 100 concerning specific requirements for electric power train; (xIvii) Regulation Number 104 concerning retro-reflective markings for vehicles of category M, N and O; (xIviii) Regulation Number 1 10 concerning specific components of motor vehicles using Compressed Natural Gas (CNG) and or Liquified Natural Gas (LNG) in their propulsion system and their installation; (xIix) Regulation Number 114 concerning an Airbag Module for a Replacement Airbag System, a replacement steering wheel equipped with an Airbag Module, a Replacement Airbag System other than that installed in a steering wheel; (I) Regulation Number 115 concerning specific Liquefied Petroleum Gases (LPG) retrofit systems installed in motor vehicles for the use of LPG in propulsion system and their installation; (Ii) Regulation Number 121 concerning location and identification of hand controls, tell-tales and indicators;(Iii) Regulation Number 129 concerning Enhanced Child Restraint Systems used on board of motor vehicles (ECRS); (Iiii) Regulation Number 134 concerning approval of motor vehicles and their components with regard to the safety-related performance of Hydrogen Fuel Cell Vehicles (HFCVs);(Iiv) Regulation Number 135 concerning approval of vehicles with regards to their Pole Side Impact (PSI) performance;(Iv) Regulation Number 136 concerning approval of vehicles of category L with regard to specific requirements for the electric power train;(Ivi) Regulation Number 137 concerning approval of passenger cars in the event oaf frontal collision with focus on the restraint system;(Ivii) Regulation Number 142 concerning installation of motor vehicles tyers;(Iviii) Regulation Number 146 concerning safety related performance of hydrogen fueled motor vehicles of categories LI, L2, L3, L4 and L5;(Iix) Regulation Number 148 concerning light-signaling devices (Lamps) for power-driven vehicles and their trailers;(Ix) Regulation Number 149 concerning road illumination devices (Lamps) and systems for power-driven vehicles; (Ixi) Regulation Number 154 concerning criteria emissions, emissions of carbon dioxide and fuel consumption or the measurement of electric energy consumption and electric range of light duty passenger and commercial vehicles; and (Ixii) Regulation Number 165 concerning audible warning devices for reversing (Reversing Alarms) of motor vehicles.
Furthermore, the following conditions shall also apply on the commercial import of used vehicles, namely:- (i) no person other than a company incorporated under the Companies Act, 2017 with import of vehicles as its principal line of business shall be allowed to import vehicles on commercial basis; (ii) the minimum capital requirement of such a company shall be such as may be decided by the Federal Cabinet on the basis of intended scale of its business; (iii) every such company shall import used vehicles through regular banking channel, maintain complete record of all imported motor vehicles in the interest of transparency, and establish a sufficiently robust network for providing after sale services including firm assurance in relation to the availability of spare parts throughout the anticipated useful life of the imported vehicle to the satisfaction of the Engineering Development Board; (iv) the importer shall provide a pre-shipment inspection certification from an accredited body such as Japan Automotive Appraisal Institute (JAAI), Japan Export Vehicle Inspection Center (JEV1C), Korean Testing Laboratory (KTL), China Automotive Engineering Research Institute (CAERI), or any other accredited institute designated by the Engineering Development Board, verifying that the used vehicle meets the aforementioned regulations or their equivalent standards; ( v) the said certification shall also clearly mention that the imported used vehicle has not met an accident, its odometer is not replaced or tempered, the interior is tidy without staining, exterior is clean with no bumps or dimples, engine condition is sound with exhaust emissions and noise lower than permissible level, wind shield and glasses have no cracks or breakage, it is otherwise road worthy with required number of air-bags installed and has verified manufacturing date and ; (vi) with a view to deal with emerging situations, the Engineering Development Board may add any other area on which a pre-shipment certification shall be required; and Every imported used vehicle shall also be subject to a third-party post-shipment inspection through an appropriate facility designated by the Engineering Development Board at the cost of importer.
