NEPRA holds consultative session on ToU tariff, net metering and mini grid

ISLAMABAD: The National Electric Power Regulatory Authority (NEPRA) on Monday conducted a consultative session focusing on three key areas in the power sector: Time-of-Use (ToU) tariff, solar injection through net metering and solar penetration, and the deployment of mini and micro grids in high-loss areas.
The session was formally inaugurated by NEPRA Member (Technical) Rafique Ahmed Shaikh, alongside Member Khyber Pakhtunkhwa, Maqsood Anwar. The event brought together representatives from all Distribution Companies (DISCOs), including K-Electric, ISMO, CPPA-G, and National Grid Company (NGC), as well as NEPRA officials and professionals.
Draft Terms of Reference (ToRs) for the three focus areas were circulated to stakeholders before the session, inviting written feedback. During the meeting, these ToRs were thoroughly reviewed and discussed. Stakeholders commended NEPRA’s initiative, describing the ToRs as well-prepared, comprehensive, and reflective of the sector’s needs.
Most participants endorsed NEPRA’s proposed approach. However, a few stakeholders suggested that the study on off-grid solutions be confined to DISCOs experiencing prolonged AT&C-based load shedding. Additionally, it was recommended that a centralized study on ToU tariff timings be conducted to assess its national-level implications.
In concluding remarks, stakeholders were directed to submit their final feedback along with supporting data within seven days. NEPRA will then finalize and approve the ToRs. Subsequently, all DISCOs will be instructed to hire consultants and conduct studies within their respective jurisdictions.
The initiative is part of NEPRA’s broader strategy to address systemic challenges in the power sector and to develop sustainable and forward-looking solutions. Ends
