ISLAMABAD : The National Electric Power Regulatory Authority (NEPRA) has returned KE’s FCA adjustment requests for May and June 2025 on provisional basis with the direction to immediately file the tariff/ annual adjustment/ indexation petition, including projected Power Purchase Price (PPP) references for the year 2024-25 and onward periods, immediately, without any further delay.
NEPRA’s Registrar, in a communication has cited the reference to the provisional monthly FCA requests filed by K-Electric for the months of May and June 2025 vide letters of June 19 and July 18, 2025
According to the Regulator, the Authority has observed that Multi Year Tariff (MYT) of K-Electric for supply of power was determined on May 27, 2025, which was subsequently notified by the Authority on July 18, 2025.
Based on the notified MYT of K-Electric, the tariff/ annual adjustment/ indexation requests (including power purchase price references) of K-Electric for the FY 2024-25 and onwards needs to be approved.
NEPRA is of the view that despite the fact that over two months have passed since determination of the Supply tariff and l0 days after its notification, K-Electric has still not filed its tariff/ annual adjustment/ indexation request for the FY 2024-25 and onwards period.
In view of the above, NEPRA argued that there is no justification of continuing approving FCAs on provisional basis, using reference numbers of the FY 2023-24. It will be more appropriate to first finalize the tariffs for the FY 2024-25 and onward periods, and process further FCAs for this year based on final reference numbers.
After explaining the background, NEPRA has returned the provisional FCA requests of K-Electric for the months of May and June 2025, with the direction to immediately file the tariff/ annual adjustment/ indexation petition, including projected Power Purchase Price (PPP) references for the year 2024-25 and onward periods, immediately, without any further delay.
During the public hearing, NEPRA Member (Law) stated that FCA adjustment of DISCOs’ will not be applicable to KE consumers as Cabinet has not sent any directions to the Authority in this regard. KE has sought about Rs 4.75/kWh in FCA for May 2025 but the Authority has not taken any decision on it.
When a journalist asked Member (Law) that will Discos FCA of June, also be applicable to the consumers of Karachi, she replied that NEPRA has not received any such guidelines from the federal government. As of now, KE was filing FCA adjustment requests on the basis of provisional tariff.
She further stated that NEPRA has asked KE management that since, final seven years’ tariffs of power utility company have been notified, it should file revised FCA adjustment request based on the final numbers.
