NEPRA issues licence to ISMO

ISLAMABAD :  The National Electric Power Regulatory Authority (NEPRA) has formally issued licence to the newly established Independent System and Market Operator of Pakistan (Guarantee) Limited, a joint entity after merger of CPPA-G, the Market Operator and NPCC, the System Operator.

 The Federal Cabinet has already approved the new entity established in the light of reforms process of National Transmission and Despatch Company (NTDC).

 According to the new licence issued by NEPRA on April 30, 2025, in exercise of the powers conferred upon under Section-27 of the Regulation of Generation, Transmission and Distribution of Electric Power Act, 1997, the Authority has approved the transfer of the Licence for System Operator (SO) from National Transmission and Despatch Company Limited to Independent System and Market Operator of Pakistan (Guarantee) Limited.

The details of changes on account of the above transfer are as  follows: (i) change of name of the Licensee appearing in the above-mentioned Licence for SO (including the Face Sheet and Articles of the Licence for SO) from National Transmission and Despatch Company Limited to Independent System and Market Operator of Pakistan (Guarantee) Limited and ; (ii) the Certificate of Incorporation/Corporate Universal Identification No. of Company given on the Face Sheet of the  Licence for SO may be read as 0277248, dated December 04, 2024, instead of L09689 of 1998-99.

 NTDC will be bifurcated in three entities. The two others two entities National Grid Company Projects (Projects) and National Grid Company Assets (NGC Assets).  The NTDC Board is working on formal establishment of the remaining two companies and the government had shared some timelines for the International Monetary Fund (IMF).

One the power sector experts was of the view that major changes without any public hearing, adding that he does not know if ISMO had applied for this licence or not.
