NEECA seeks financing for energy efficiency in road transport

ISLAMABAD: National Energy Efficiency and Conservation Authority (NEECA) is expedited its efforts to get financing from development partners including World Bank to enhance energy efficiency in road transport sector including Electric Vehicles (EVs).

 The Departmental Working Party (DDWP) of Ministry of Energy (Power Division) in its meeting scheduled on June 03, 2021 considered and approved the PC-l and PC-II of the Projects proposed by NEECA.

According to Managing Director NEECA, the PC-l titled “Building Sector Energy Efficiency and Conservation Initiatives” approved with a rationalized scope and cost of Rs.499.987 (Million) and with implementation period of 3 years. The PC-l entails broader objective to develop a comprehensive regulatory framework compliance, coordination and mass awareness mechanism of ECBC implementation to promote energy conservation design, technologies and systems of new building in residential, commercial and public ambit of Pakistan.

The PC-II titled “Enhancing Energy Efficiency in Road Transport Sector” approved with a rationalized scope and cost of Rs.300 million and with implementation period of 2 years. The PC-II necessitates the wide ranging objective to develop National Fuel Economy Standards, Energy Star Labeling Regime for vehicles, implementation of the standards for Electric Vehicle (EV) charging infrastructure, and impact of EV penetration on distribution grid network of DISCOs.

The funds for the implementation of PC-l and PC-II required to be allocated from the Indicative Budget Ceiling (IBC) of Power Division. However, no funds have been allocated by Line Ministry despite passage of considerable span of time. Therefore, the launching/implementation of the PC-l and PC-II Projects held in abeyance regardless of NEECA repeated demands for allocation of funds.

 After sharing the background, NEECA has requested Power Division to pursue the financing of the cost of the proposed PC-1 and PC-II projects with the World Bank and other multilateral partners. This will ensure implementation of priority action areas of the National Energy Efficiency and Conservation Action Plan  2023-2030, thereby, granting sustainability and resilience to the energy sector.
